After establishing a fortified base deep in the Sri Lankan rainforest, Outer Heaven is now quickly expanding and recruiting into the Tamil and Kerala regions of Southern India.
The funding required to persuade the Sri Lankan government and reestablish the high-profile mercenary compound came primarily from select information gathered during the Zanzibari-Mongol war, which was then sold back to several intelligence agencies around the world, including the CIA and GRU. It is assumed that certain parts they kept to themselves, while others were leaked to the public: the overwhelming brutality seen from the Mongol forces during the Zanzibari war, which appeared to have been supported up to the highest chains of command, as well as their apparent violation of several other international warfare conventions including the deployment of child soldiers has stained their already dismal image further. US Presidential candidate George Sears publically condemned the Mongol atrocities attributed to them during the war, and described the reemergence of Outer Heaven as a "watershed moment". His team has refused to elaborate on why he seems to be supporting a rogue terrorist leader which the United States was previously involved in taking down, but his approval ratings seem to only be going up since making the statement. We're very happy to have received the Kingdom of Memphis' response to our proposals and we'd be pleased to ensure the following conditions for the peace deal:
- Yugoslavia keeps European Turkey and doesn't intervene any further on the Middle East (the state of the Caucasus is still to be discussed).
- Memphis doesn't make any moves towards Europe, though under some certain conditions and non-aggression treaties we could make an exception for Southern Spain/Andalusia.
And that's it, really. On the meanwhile we'll take the European parts of Turkey and move all our troops to Romania.

@Maypews We'd be interested to know the Mongol Empire's claims to the Caucasus. Despite the more than few ideological differences between both of our nations, it wouldn't hurt to get some treaties going just in case.
While we wait for answers, it's time to pacify the rest of Romania and Moldavia, before moving all of our spills to Hungary.

Following the war, the Mongols have been met with much international backlash. The Baron, good as an overseer of his talented subordinates that he may be, can at times be rather oafish when it comes to diplomatic matters involving other nations. As such, he often consults trustworthy officials in his inner circle for advice on what to do next.
However one of those pesky things called an "exception" has begun to bubble up to the surface. Rumours of Ryder and the Neo-Byzantine movement in Egypt have become an absolute fascination of von Ungern's, as he so tends to romanticise foreign cultures. The story of a man speaking a language nobody has ever heard of landing in Egypt and helping to conquer North Africa has begun to spread outwards, and it immediately captured many of the Mongol HRs imaginations. The Mongols are clearly interested in pursuing close relations with the Egyptians, having sent an ambassador as well as a flurry of gifts to Ryder. They have furthermore sent an invitation to Ryder to visit Ulanbataar and receive a tour. @capstasher
Given how large of an empire the state has become, the Mongols have also sent inquiries to basically every other nation on the map. The Baron is aware of the resurgence of Outer Heaven, and with the help of his trustworthy advisors he has forwarded a letter to Big Boss. @dokyun
"The war some time ago took a grisly toll on both of our nations. Though we may have came out victorious, I lost a close friend and many valuable soldiers. We would be interested in pursuing a pact of neutrality with the reborn Zanzibari state, and in exchange we are willing to promise that we will not interfere with India or the Yemeni sea route so that you can continue expanding outwards."
He has also responded to the inquiries of Yugoslavia.. @alix

Subutai's legendary defeat of the Kipchaks is one that will never be forgotten in our nation's memory. As such we believe these lands to be of high cultural importance and value. If it is Anatolia that you are concerned about, do not fret as we have no designs on advancing further into it."
Finally, the Mongols have also forwarded a letter to the Hyperboreans. @Parzival

It was one of Big Boss's original intentions since the founding of Zanzibar Land to eventually land in Sri Lanka in order to establish an elite base through which the world's top soldiers and researchers are able to work freely. At the moment, we're interested in pursuing agreements with Yugoslavia and East Memphis in order to attract some of their top scientists to Outer Heaven. In exchange we're willing negotiate contracts for providing defense services to either nation, if and when they need them. @capstasher @alix
