The Second Mongol Empire will break it's NAP with Hyperborea. Roll goes to filling India, Sri Lanka, all other Outer Heaven holdings, and Lebanon if it can be filled in full. If there are more spills do not use them.

2nd Mongol Empire (+31) - Turn 16 - Ally: Egypt
Now that we've successfully given Yuriev the "nobody's home" treatment and the conquest of India is complete, attack Hyperborea. Establish footholds in Ukraine and snake our way up to Belarus, any spills will go to solidifying our grasp on these two countries split roughly 50/50 between them. Basically the same battle plan as before except compliant with the rules.

With Mongolia having entered the war just now, we'll center all of our forces on taking down Memphis. Take all of France and use any spills for defense.

After many talks and deliberation, Velimir Yuriev of The Hyperborean Empire has come to an agreement with Ryder Rowe of the New Kingdom of East Memphis to dissolve The Hyperborean Empire and has ceded all its territory to Memphis in the name of the goal of establishing the true Third Rome!

(IDK if the cession of territory takes hold this turn or not but if not then the last move Hyperborea will make will be to finish the conquest of Germany for Memphis, with any spills going into pushing France from Germany (+16))

I don't think I like the idea of someone ceding their entire country to someone else. If you insist then, since it's technically not against the rules I can allow it, but a lot of RISK maps had rules against ceding any territory at all because of people abusing stuff like this. Which I like people being able to cede land for RP reasons, so I'd hate to have to ban or arbitrarily limit it next time we play. How about just ceding Germany and Poland instead for something more realistic? Perhaps a 3 country limit would be best, in-line with the other rule.
